Bonus scandal
Some employees of the Sibiu City hall complain that ever since signing the labor contract they have never received any bonuses with their salaries. They were threatened with dismissal, in case they fail to halt the complaints.
On April the 28th last year, by resolution of the Local Council, the Collective Labor Contract was approved for persons employed in the proper system of the Sibiu Municipium Local Council. The contract each public clerk and employee of the city hall signed stirred up several divergences. The Prefecture, through its legal department, called the Sibiu City Hall to come up before the bench for failing to respect the provisions of the employees’ labor contract. It seems due increments and bonuses have been granted preferentially. In the first phase, the Sibiu Prefecture won its case at the Sibiu Courthouse and lost by failure to appear at the Alba Court of Appeal. The alarm sounded by the local representatives of the government did nothing else but worsen the situation in the city hall. Threats of dismissal have not ceased to occur on behalf of the city hall leadership. These threats were addressed primarily to former military personnel re-hired in the Sibiu City Hall, who, although they signed the same contract as all clerks did, do not benefit from the same privileges.
Who receive the bonuses?
In the collective labor contract approved by the Local Council there is an entire chapter on Salaries, bonuses, premiums, stimulant payments, facilities and other pecuniary rights. It is clearly specified here that “public clerks, respectively employees will benefit from the following bonuses: bonus for years of service, bonus for overtime and bonus for scientific doctorate titles”. The problem is that at least 15 employees never benefited from these facilities, not once. These15 employees are former military personnel, re-hired after retirement in the Sibiu City Hall.
“The individual labor contract we signed is the same as that of any other employees of the city hall, except that we never get bonuses. We were told we have military pension and the money we get from the city hall is a completion of the pension. There are 15 of us in this situation. Anyhow, we were warned to calm down, since if we didn’t like our situation, we’d be fired. We cannot sue them, we would be laid off. We were told to stand still and this is what we are doing now, what can we do at our age”, the former military member of staff declared, without specifying his name.
Saxons do not know what they vote for
Local Council Resolution nr. 164 was approved by votes of the local councilors who have no idea what the approved labor contract stipulates. Raimar Wagner, councilor of the FDGR, doesn’t think it is possible that some of the city hall employees receive their bonuses, and others don’t. Moreover, he is certain there is no military personnel re-hired in the Sibiu City Hall. Yet, he managed to wash his hands very easily, by shifting the blame onto Nicola. “I do not know of such a thing. I don’t think there are any employees of the city hall who are former military personnel and even if there are, I don’t think they don’t receive their bonuses. I know what I voted for in the Local Council and there is no clause in the collective labor contract that specifies military staff do not benefit from bonuses.
